Have you tried verifying your files?
Yes

Steps to reproduce the issue
I reinstalled the game, disabled/enabled the DLCs, tried playing earlier versions, nothing hepped.

Attach DxDiag (PC), System Info log (Mac), or run sudo lshw -html > specs.html and uploaded specs.html (Linux)

Ok found a solution, but since I was trying to fix it for few hours at night, I do not really remember which file and which value exactly I changed, but there was value "2" and I changed it to 0 and it worked. The file was in "milestones" folder and the file was one of those between files related to the mission escape and warcouncil.
