Can't disable V-Sync when all graphics settings are maxed

Please explain your issue is in as much detail as possible.
In v1.1.x if you max all visual settings the V-Sync setting is automatically enabled and you can't disable it unless you lower another graphics setting.

I have a G-Sync monitor so I need to run the game with V-Sync disabled for best performance. For now I have disabled Antialiasing so I can disable V-Sync.

This seems to be an issue where the game interprets setting everything to maximum as "Ultra" but doesn't consider the V-Sync setting.

Steps to reproduce the issue
1. Set all graphics settings to maximum (Ultra).
2. Go into Advanced Graphics Settings.
3. Set V-Sync to Disabled.
4. Save.
5. Go back into Advanced Graphics Settings.
6. V-Sync is Enabled.

If I disable or lower another graphics setting I can successfully disable V-Sync.
