Ambush Convoy, all guards turrets

Please explain your issue is in as much detail as possible.
Had an ambush convoy mission (Burden of Proof) where all the non-convoy units of the enemy were turrets

Steps to reproduce the issue
Tried restarting the mission, did not happen again in all 3 times I tried
