One line summary of your issue
90 to 95 ton loadout issue

Please explain your issue is in as much detail as possible.
So I got a 90 Ton from one of the main missions and I am able to put 2 PPC cannons, a medium laser and almost full heat sinks in it along with 3 jump jets and still have full front armor and 80 - 85 back armor. I finally got enough parts for a 95 ton mech and built it but the same loadout will not even come close to fitting and yes there are enough appropriate slots for everything.

Steps to reproduce the issue
Get the mission given 90 ton Highlander and then get a built 95 ton Banshee and compare with 2 ppc cannons, a medium laser, 3 class A jumpjets, front armor at 190 including legs, back armor at 80 on left and right torso and 85 on center torso back. Add full heatsinks.

The 95 ton Banshee is faster/has more movement speed than the 90 ton Highlander, and pays dearly for it, resulting in much less usuable tonnage.

You can see the same effect when you, for example, compare a Jenner and a Panther (both 35 tons)

The game's actually doing you a bit of a favor on the Banshee by assuming every engine has 10 heatsinks built in, instead of being based on the engine size (the 380 used in the Banshee normally can have 15, so only one heatsink would be assigned to a critical slot and therefore be removable).

Ok I put in a request for clarification over at HBS and they said this IS A BUG! and to post it here which I have...... so now what.... and don't answer it's not a bug if you don't know for sure.

Per the chassisdef files, the Highlander 732b has 24.5 tons used initially, leaving it 65.5 tons for armor, weapons, and other equipment.
The Banshee 3M has a larger engine and initial tonnage of 57.5, leaving only 37.5 tons available.

The initial tonnage for the Banshee is correct based on the mech construction rules (from the original tabletop rules).
The initial tonnage for the Highlander should be 29.5, but it also has Ferro-Fiberous armor, which weighs less than normal armor. Normally the weight savings would be variable based on how much armor is equipped, but I haven't seen code for variable armor weights. The weight savings can be approximated in the current files by reducing the initial tonnage. From what I can see, FF armor saves a Highlander only 2 tons in tabletop. Of course, it also doesn't normally come with 6 double heat sinks outside of the engine. I don't know exactly what all the devs changed to determine the available weight on the SLDF Highlander.

If HBS said to report it here, then here is where it should be reported until we hear otherwise.

Note: The Banshee really does have very little available tonnage to work with because of its massive engine. That is canon.
