Thank you! The problem with a kursk battlescenario is that it the whole battle raged in two hoi2 provinces, which makes it very difficult to balance. Another point is that hoi2 does not reflect the high losses inflicted by the intense battle. Instead of loosing manpower the divisions will first loose their org and then quit fighting.
Well, I think that I may have the solution to your first point. To solve the problem of the battle only being fought in two provinces, you could have the battlescenario encompass a larger part of the Eastern front, something along the lines of the eastern edge of the map being the province of Astrakhan, the western edge being Brest Litovsk, the southern-most point being either Sevastopol or Baku, and the north-most point being Noginsk or Smolensk. Not the entire theatre of operations, but just something large enough to allow the player to pull off some life-saving encirclements.
I would have done that anyway. After the failure of Operation Zitadelle the Sovjets started a counterattack which drove the Germans far west and let to the liberation of Kiev, so this point must be included.
