Soo there is a rather simple proposal to reduce whack a mole with AI and to some extent players.
Battleplans allow to preset wargoals and gain some addtional benefits from executing them. It will also benefit to declaring rivals or using insults.
Battleplans.
Default battle plan is homefront deffence or general offence. One gives small upkeep bonus to fleets in home territories and small warscore bonus when wining battles at home. It also gives small reduction to warscore if own planet is captured.
General offence gives minor bonus to warscore when capturing enemy world or wining battles in hostile space.
Depending on seting player gains upkeep penalty in own or hostile space.
When at least one empire declares rivalry or otherwise reaches hostile status option to create battleplans became active.
Battleplan teakes some time to prepare and enemy might glean parts of it with chance based on difference bewen empires seons techs. (a placeholder feature to be replaced with espionage)
Battleplan consist phases and goals.
Number of phases and goals depends on player technology. (its attached to some techs related to fleet capacity etc.)
Each goals gives certain bonuses and penalties.
For example player has technology allowing him to set 3 phases and 3 goals each. For this particular example we use hypelane game for simplifcation purposes.
For first phase players sets homeland defence raid system x and liberate planet Y. Player is a can't set capture war due to empire trait. If war is declared bewen empire the liberate y is automaticaly added to wargoals.
Player gains minor increase in warscore for liberating planet Y. Gains bonuses of homeland defence. In same time the goals raid and liberate remove penalties from it in two designated systems.
Now since plane Y is on route from main enemy worlds and his doomstacks. Player constructs snare station and executes second phase.
For this phase he chose defend system Y and raid two adjected systems that are not on route of incoming doomstac. Defend system Y gives construction speed bonus for space stations, rate of fire bonus for stations in selected system and reduces upkeep for all fleets, armies in said system.
Meanwhile two smaller fleet purge two adjected systems of their mining stations.
The cons is that he gains penalty for fleets in other systems.
For final phase player wants to finish war quckly soo he chose capture 3 other systems. He will suffer upkeep penalty for traveling on route to those target system but it would allow him to quickly increase wascore to achieve his goals. Thre other systems are added to wagoals.
Now depending on number of phases, player techs it will teake some time to prepare. Meanwhile AI was lucky on table roll and gleaned his battleplan. Player happily hits wardec warps to system Y right in to enemy doomstack. Tough luck.
