Not in certain situations, it isn't.
For instance...Knowing if you have 2 or 3 free stability boosts coming in the next 20 years can decide an entire's session fiscal policy. Simply because you wouldn't waste the time and funds on it otherwise.
And that is just a minor example. There are also unneccessary dp slider adjustments you might make. It can be a very unfun experience to realize you just wasted all that time.
I've always believed that each nation is relatively balanced...and that the events and leaders they get are part of that balance. There are some nations whom are greatly impaired in manpower and income, yet with good events and good leaders, can function as majors.
For instance, Portugal, Prussia, the Dutch and Sweden all have about a 30-50 year windows of opportunity to become majors and stay that way.
Though, for all I know, military leaders may be totally random now in some MP games. Though, that would seem unfair to smaller nations. Such as the Dutch, Prussians and Swedes who rely on those leaders to offset the huge advantages of nations like Russia, the Ottoman Empire and Spain for a period of time, all of whom get mediocore leaders yet huge manpower and income.
