Battlecry Achievement

Apparently you dont need Hong Kong, and Macau for Battlecry but i have all of this and didnt get the achievement, do i need hong kong or is something else wrong?

Best way to pull that off is to puppet Japan, which and then feed japan its own cores during the conference. That usually stops the democracies from snaggin any Japanese cores. Then you just work to annex them. Just remember not to use the "Supervised State" feature [if you have that] as then there's no way to annex them ever.

Thats what i did, but the allies puppeted island nations which i guess got saipan
