Im currently playing as USSR, I've strickly used battle theater/zone AI 98% of the time, the same way I did in HO3.

Unfortunatley, it's awful. I've managed to conquer France, now as my territory widens, the less units it contributes to attacks despite the zone control being set to "none". I'm attempting to conquer Italy, and my minister sends a couple units periodically to be shot up by enemy aircraft/naval forces/land forces one at a time like a slow assembly line.

Every battle zone is set to NONE except for the targeted territories I'm trying to conquer, and the surrounding territories. Despite this, I have hundreds and thousands of soldiers milling around the center of the USSR! The aircraft don't even base at airfields closest to the combat. So I have a massive airforce, flying around the center of the USSR while enemy fighters are smothering my few attacking units my minister decides to send!

I purchased this hoping I could depend on theater/zone battle control to the AI, since HO3 did so well.

Am I doing something wrong?

Am I doing something wrong?

Sounds like it but not sure. Setting the zones to none may be creating some sort of confusion on the AI if its trying to send units through those areas. Try using the low setting and see if it that helps.

Would my minister still attack the enemy without my intervention? I basically want to leave war up the AI.

No, he's either in charge of your units, or not. You can influence his decisions by setting the areas you want an attack in to High/Offensive, and other areas to low/none/defensive, but you can't shut him out of everything BUT the attack.

Honestly, unless you're massively outnumbered by your opponent, it's ok for the minister to take some units away for defense. He'll get there eventually, just not as fast or with as few casualties as a human player will.

I might have found the solution. There is a block of "satellite states" between France and myself. I notice ZERO of my units cross this block into France to attack Italy, despite having access treaties. There is a no mans land with ZERO units, between mainland USSR and France. I tried declaring war on Ukraine, Belarus, etc to remove this problem. It won't let me. It also won't let me break ties, hoping this would allow me to declare war.
