whenever i play hoi4 my battle plans do not show up, i just see the plans as particles that flicker, my front lines flicker in particles and so do my offensive lines please help

Mouse over the commander's portrait on the bottom of your screen, the one commanding the divisions you have made plans for. At the top of his portrait there is a funny looking icon like a file folder or something symbolizing that this army has plans made, the progress of those plans, whether the plan is risky, beneficial, if divisions are not yet in place etc. Designated divisions should be moving towards your designated front line if they are not yet there (or rearranging themselves if they are) but did you click on that funny looking icon to execute the plans?
If it's any comfort i have been playing for several months and still am not very good at utilizing the planning bonus.
I have had this same problem since release. I keep thinking they are going to address it, but apparently not too many people experience it. I've gotten used to it.
By the way, why don't you register your copy and put it in the tech support forum.
@LiberiusX yeah, i connected my steam account to my comp, and i have hoi4 there but i dont know how to make it show up
If you connected steam account to forum account it usually takes a 'while' to update. If you will see HoI IV subforums like Bug reports and so on - it means everything is working as it should be.
@Zwireq so now its January 16 and my plans are still broken
