It is suppoused to be "random" - like normal "dice". But I've noticed plenty of battles when I had 1 in a row. First phase: me - 1, enemy - 8. Second phase: me - 1, enemy - 6. Third phase: me - 1, enemy - 9 etc (I have one such battle right now - about fifth phase in a row where I have 1).

I know it is only a dice and that such things can happen (why not? There are equal chances that it'll be 1, 3 or 7 and chances for 1 are - if dice has 10 "points" - 10%), but still - this is quite suspicious because it's only a game. I'm not throwing anything (any "dice") - computer does that. And since it's only a machine doing what people programmed - maybe there's some sort of a "cheat" there to increase difficulty? Because in my battles things like that happen quite often...

Selective bias at work here. The same sort of thread pops up in civfanatics every couple of months from players who are convinced that RNG is against them

That and the sheer number of dice rolls in the average game means you're more likely to see any given combination. I wouldn't be too surprised if someone has 1-9-1-9-1-9-1-9 and then ran from the battle.

I wouldn't call it a "selective bias", because I'm aware of it. I'm also aware thet people tend to remember one things (mostly connected to strong emotions - like outrage in this particular example ;) ) and forget other (less emotional) - and I had that in mind when I was writing OP. I wrote it because such bad rolls happen to me rather often even when I look closely and remember all rolls in all battles. Previously I had other battle where I had various rolls - 1, 6 or 4. And I do not forget about it. I'm just curious because such "strange" and "suspicious" rolls (when I have 1 in a row in five or six phases) still happen suspiciously often.

But if it has been tested and there's no sign of AI cheating here - then it's probably just a bad luck based on rather small number of possible outcomes (only 10 if dice has 10 points - or 9 if it has only 9 - I never really cared how much it has).
