Glad to know the UI bug is gone and that you can now play the game.
... I have set the FPS limit to 60 in my Radeon settings, though I have no way of knowing if that is what it's running at? As to resolution I am running 1920 x 1080 gpu has 4096mb on board memory got 16GB system memory?
what other settings do you need, I am a complete newb at this?

You have a 4BG HD 7750? I never thought I'd see one of these. The original 7750 came with 1GB, 4GB is "ludicrous" from an engineering point of view.
Anyhow, I can somewhat relate a little bit with your system. When the Beta came out for Battletech, I was still using a HD 7790, a card a friend had given me because my "real" video card had stopped working and I hadn't yet bought my 1080 yet. At that time, I had to put the graphics at low at a resolution of 1680x1050 to get a reasonable framerate. The naming numbers might not be much different between the 7750 and 7790 but in reality, the 7750 is close to 50% slower.
All that to say that there's absolutely no doubt in my mind that 1920x1080 will make the card load reach 100% pretty much all the time and that it is perfectly normal. Your card is just too "old/slow". Again, the naming numbers might throw you off but the 7750 is actually much slower than the minimum required card, the 5870(which is about as fast as a 7790).
Just a quick reminder here, hitting 100% load all the time isn't necessarily a bad thing. It's bad when you're not supposed to, like say, the main menu pushing a GTX 1080 to 100%, but by itself, as long as the system is properly cooled, it is OK. The hardware is made to handle 100% load.
It doesn't mean I can't help you get better performance or try to make it run cooler. For that, you will need to install RTSS.

I recommend you undo the frame cap you had setup in your drivers and only use the one in RTSS. I'd love to help you with the tools in your drivers but I haven't used AMD drivers in 6 months, making it difficult to tell you what to do with them(and it's not like I can install them on a nVIDIA card).
First thing you want to do is just have RTSS display the frame rate and card temperature. Do not set a frame rate cap yet. We want to see what you're getting currently both in the menus and when playing.
Depending on the numbers we see, the next step will either be to lower the graphics settings/resolution to increase the FPS and lower the GPU load a little bit, or if you already achieve high enough fps (something I doubt, but still) and see that you're getting high load % for no good reason, use RTSS to limit your framerate.
