Basic escort fighter not appearing in production.

I've just researched Basic Escort Fighter, gone to production to build one, but Esc F unit is not available, only Interceptor and Tactical. I'm playing France from 1936. I can't find anything else I have to research to activate this unit.
I'm wondering if this is a bug or if there's something I'm not doing right.
Any help would be appreciated.

Escort fighters are brigades in Doomsday.
Check under brigades, not aircraft.
