I have restarted Germany many times, but this is the first time I get the prompt: "bases in low supply" for North, West, and East Germany. Not sure what I had changed that caused this. There are no areas that are either blue red or orange color, so why does it say bases in low supply all over Germany? Does it even matter since I am not in combat?
