Bargain Basement Titan??!?

During a defensive war on our Federation, me and a friend noticed this wrecking one of our allies to the north. Is this an event given Titan? I think it was due to the tech level being inferior to the tech on the rest of their ships, but if so what event? I've never seen it before.

I can't see the first two images, I only see the one with the titan and its components. As for what happened, it seems the AI has somehow unlocked the Titans technology and built it with the components it had unlocked. Which is weird since there's no event that unlocks titans. There are some AI-only anomaly events that give them bonus research points but since it doesn't field cruisers or battleships it doesn't look like it rushed titans (and the AI normally prefers a balanced approach rather than rushing any tech).

Could you elaborate ?
The rarest two gifts you can receive from Fallen Empires are either a few of their Escorts or one of their Battlecruisers. They keep their unique appearance though, and they'll never gift Titans.

The first two images were me trying to link the 3rd image, and I can't delete them once I gave up. Ignore them. Don't know why the board won't let me delete a broken image.

Also, when we asked you to elaborate, we meant on which event gives you such a terrible titan.

I came across an Empire a couple of weeks ago which had a single Titan (and this was in 2260 or thereabouts!). I assumed it had come from an FE or event and it made up 75% of their entire fleet power.

Needless to say, I still kerb stomped it. It seemed to lack any of the major weapons you'd expect and only survived as long as it did by virtue of it's mountain of HP's. I think I only lost a cruiser and a few destroyers in the entire war.

I checked all the event files now and there's no event that gives someone a titan, looks like it's just another bug introduced in 2.2
