Secondly, I don't think there IS an event for Barbarossa; Well, there MAY be AI events, but firing these while the AI is working on another behaviour pattern is seldom a good thing.
The Germans are probably either trying to invade England and/or Spain* OR they think the Soviets are too strong.
*There's always a small chance of this happening, and if the USA joined the war early (ie. before Germany would usually invade Russia), it's a certainty.
