The situation is like this:
There were Rhoxolani in the upper right corner of the map.
Then barbarian horde showed up and conquered all of it - creating new state named Siraces.
Then some decades later another barbarian horde shows up and occupies one province of this Siraces state.
They could only occupy one province because there was revolt going on and rebels took the rest of two provinces.
Then rebels - Rhoxolani - declared independence and the last province that was occupied by the barbarians became - The Barbarians, with only two diplomatic options. Demand surrender or bribe them.
Once that happened all sort of funny things started to happen and i guess it's pretty much unplayable now.
