Hmmm, I thought that had to do with civilization level, not tech group. Anyhow, from the screenshots that have trickled out, it seems that each province's culture/civilization rating has an effect on your overall tech rate, which is then decided by the character you put in charge of each specific tech branch. So it shouldn't just be about filling your capital with Dorric columns and watching your peasants trade in those oxcarts for SUVs. Cult-ivilization has to spread to be useful.

Because if all your countries provinces are uncivilizied you aren't going to make that many technological advacements. The question is how does one increase their civilization rate in a province by themsevles (not meaning, having a province next to a AI controlled civilized province)
