Yes, I believe it's been confirmed that tech penalties/bonuses have been moved from the religious/cultural block system to being dependant on province culture.

Hmmm, I thought that had to do with civilization level, not tech group. Civ level you can raise just by spending a hellacious amount of gold in your capital province. *shrug*

Is it called civilization, or culture?

Anyhow, from the screenshots that have trickled out, it seems that each province's culture/civilization rating has an effect on your overall tech rate, which is then decided by the character you put in charge of each specific tech branch. So it shouldn't just be about filling your capital with Dorric columns and watching your peasants trade in those oxcarts for SUVs. Cult-ivilization has to spread to be useful.

Civilization sounds correct.

Because if all your countries provinces are uncivilizied you aren't going to make that many technological advacements. The question is how does one increase their civilization rate in a province by themsevles (not meaning, having a province next to a AI controlled civilized province)

Like I said, you invest in your capital province and it spreads from there.

Those uncivilized Basques fielded one of the heaviest infantry in the ancient world (basically "Walking Tanks"), if you take into account the texts reporting the fights between troops from Emporion and the said Basques.

It's more about technical development then 'heaviness'... Tech level gives more advanced troops. Same is true for EU2: Your troops on LT 5 will be heavier then LT 50s, but I'd seriously consider avoiding them ;)
