I started a campaign as Aulerci, and for some reason, no matter how many times I kill the barbarians that rise up in my capital, they just keep rising up. This will happen three to four times a year. The barbarian presence listed in the province window is 1, and as one would expect, it's only ever 1 barbarian unit. But it doesn't seem to matter how many times I kill them all, they just keep spawning.
What makes this particularly bad is that, no matter what, whoever is leading the tribe gets -5 reputation at least three times a year. This is devastating. It's impossible to have any kind of stability for long. I constantly have to keep my military available to fight them off, and it's not like the tribes make much money to begin with.
Now, I'm not sure if this is ordinary behavior, because I'm not completely sure how the barbarian system works. But glancing around, not a single other tribe has a province with any barbarian threat. I am the only one. So I'm assuming something fishy is going on.
