You will need to mod the game so that AI China accepts alliances with Japan and so that events in which China may request for an alliance with Japan even occur. These was removed from 1.04 for the AI to the best of my knowledge (I am no longer working on Darkest Hour) in order to prevent ahistorical results from occurring. Alternatively, you may want to write an event creating an alliance with China once you declare war against Soviets

For example, Sino-Soviet War event will not occur for AI, and thus you cannot intervene in it with China against the Soviets in an early war.

Chapter I:
The storm before the tempest

Soviet intervention in China

March 4, 1933. Japan has not been defeated by years ! The Russo-Japanese War, the Great War, the invasion of Manchuria. We got the feel that we are invincibiles under the protection of our emperors.
The relations with the Russians after the Russo-Japanese War were restored in good shape in the beginning of the Great War, but with the rise of the bolsheviks, we lost any relations with the people of Russia, well, not with all. There were still rebels willing to fight for freedom. Some of the refugeed into Shanghai, some of them to Belgrade, wherever possible after the Russian Civil War.
The relations with China are kinda' broken. The Nationalists are afraid of us, and we feel it! We took the Manchuria after all! But, across all the incidents and difficulties between our countries, a bigger threat is awaiting it's opportunity, Communist China. Should they conquer China, and the Soviets would have the whole of Asia under their power.

March 7, 1933. The Five Ministers Conference.
The great five ministers of Japan have met to discuss about the future expansion of Japan and about the direction of Army. Going North will priotize the Army, and Navy may remain as it is. An expansion in the South would mean war with China and USA, this is something suicidal and without sense. We realised that we must be friends with the Chinese, in order to destroy the biggest threat of Humanity, the Soviet expansion.
And the Americans, as long as they help us with oil and stay with their isolation, what reason should we have to attack them?
So the five ministers, with the approval of Emperor Hirohito decided to go for a North Strike, that meaning the priotising of the Army and a future war with the Soviet Union.

Well, it is sad to hear the Nationalists lost against the Communists, but it's not a that big defeat.

Terrible news reaching the Palace of the Emperor!
The Soviets intervened in the Xinjiang war with East Turkestan. Xinjiang is made a puppet state of the Russians and the Turkestan is also doomed to the Soviet expansion.
We look forward for the reaction of the Nationalists. If something goes wrong, we will go to war!

Just as expected, East Turkestan was destroyed....but the Nationalists tried to get Xinjiang out from the Soviet influence ... surely, the Russians refused...only if the Chinese would've considered that decision with us, the Russians might not be afraid of Chinesee, but they are sure afraid of both Chinesee and Japanase!

And maybe mad by the loss of Xinjiang, Kuomitang attacked the Communists..

With that ocassion, we launched a campaign against the Communist forces in Manchuko! Maybe the Nationalist would understand that we have the same enemies!

And the war is over, with not a clear winner, if you ask us.

Only after the retreat from Southern China we realised that the Nationalists won that war! Hoorah for liberty!

Internal Problems

The Aizawa Incident...those kind of actions also are not permitted. If we are to launch a crusade against Russia, we must be united, not divided. Emperor Hirohito had nothing to do, but to order the execution of the assassin.

The 2-26 incident, to avoid further destabilization of the Empire, Hirohito decided to listen to the demands.

And so, the Empire of Japan is ruled mostly by National-Socialists ... a necessary act.

Thank God, we might've just avoided a civil war! Too bad the Spannish don't have a God-Emperor.

Donations recieved by the White Russians ... well, we will surely use this money better than them.

January 1st, 1937. We are beginning to work on our relations with the Chinesee..

A yet another blow to the ones who wanted to expand into South. That man have the official support of Hirohito. There shall be no war against China and Philipines.

102 divisions of the Empire are ready for against the Soviet Union. More and more incidents are occuring on the border, yet the Emperor is waiting for the right momment.

1938, Emperor Hirohito is delighter by the news of the unification of the Germans, a congratulations letter is sent to Berlin.

And the good news keep coming, the Nationalists have won the Civil War in Spain.

The Spark

August 1, 1938. Another accident on the Soviet border. Their artilery was strong, and ... yes. Just that. The Russians are not capable of fighting a true war, and we shall remember this.

Czechoslovakia is done. Our German friends expanded peacefully, that's a model we should follow. Great strategy, great.

June 5, 1939...after almost one year from the last incident which resulted in victory, the Soviets destroyed us with their tanks ... this embarrased the Emperor which had to recognize the defeat and to realise that our army totally lacks tanks or anti-tanks. Sure, we could've attacked now the Soviets, but after a defeat like that, we have to pull out, organize and look for a way to counter the Soviet tanks. The war against the Russians is closer than ever.

And after the defeat at the Nomohan incident, the Empire was mobilised for war.

June 29, 1939. A date we should not forget! The Germans made a non-agression act with the Russians. It is known that behind that NP act, there is the idea of forging an alliance. A betrayal we should not forget.

And with the mobilisation of the Empire brought a new governament to power ... but still a national-socialist one.

July 21, 1939. Germany declared war to Poland. UK and France joined in the Poles. Is this the beginning of a new Great War?

Germany is fighting one 2 fronts, not a wise move, we can say.

Well...just as we expected. The non-agression pact hides an alliance. It is not official yet so we can still fight the Russians..

In just one week, Poland was put to it's knees by the Russo-German army.

Poland was destroyed.

And after it, the Germans and Russians splited Poland according to the Molotov-Ribbentrop pact .. was that it? Their alliance is over?

The end of the first chapter

Ok..so I don't quite understand what you don't understand. The event from 1933 let's you choose to go North (war with the Soviet in the long run) or South (war with China, Philippines -> USA in the long run)
