Purging alien species or "wrong" ethnics is quite radical.
It would be nice if there was a way to get rid of other species/ ethnics on your own planets without killing them.

Therefore i suggest the following:
Enable Players to Expatriate / Banish populations.

This would have a few preconditions to work:
  1. Your empire must have the policy to allow banishment -> possible diplomatic relation and pop happiness malus
  2. At least one of the following conditions must be true:
    • You have a trade deal with a neighbouring empire that enables migration into the other empire
    • There is a neighbouring empire with a new policy enabled "accept refugees"



About the cost - the "banisher" should have to pay for the transportation cost (energy credits) and maybe a small amount of influence.
The diplomatic and pop happyness penalties, depending on ethnic and species should be applied accordingly.

About the "accept refugees" policy - maybe further divide options into "only native species" as well as "only with government friendly ethnic" (as in: no collectivists when you are individualist)

I really like this idea. Both for castigated out transports full of pops I don't want, but also for the ones I might pick up that way.

I can see a lot of event chains related to this.

I really like this idea. Banishment policy could be grouped with resettlement policies (i.e. no resettlement, resettlement, resettlement & banishment).

On the other side, I would like there to be an option to accept the refugees even if my general policy is not to accept them. You would have a check within some radius if there are any empires accepting refugees close by (with preference for similar empire ethics/pops to the pop to be banished), if not, there is a request to other close empires, if all of them say no/auto-decline, there will be an exodus to a new empire/piracy.
