The Bane Reprisal passive ability of the Baneward shield is supposed to give +1 arcane DR for 6s (on self) and also deal 6 arcane damage (to target) on hit. Right now only the +1 arcane DR part is working.

Sorry that this issue is happening for you. I wanted to ask some follow-up questions so I can try to find out what's causing this issue. First, what types of enemies were you fighting when noticing this issue? The effect is only supposed to work when being attacked by Bane (which isn't super clear in the description), so whether you're fighting Bane or human enemies would be good to know.
Additionally, could you provide a save file from a point where the issue is occurring? On Windows, the save files for Tyranny can be found at C:\Users\%username%\Saved Games\Tyranny. If you name your save in-game, that same text will be in the file name so it will be easy to find.
