Introduction
Leon Cortes Castro, vice president of the Costa Rican Republic, gazed over his ministry who were gathered once more following the new years celebrations. They were all waiting for him to declare the meeting opened, prepared to give their respective reports on Costa Rica’s current state.
“I am pleased to see that each of you could come this day; pleased to know the people’s representants are never resting working in their interest. I trust you do your very best, and I can hardly wait to here of your recent achivements. Señor Gundían, what can you tell us of our foreign policy?”
Gundían raised himself up from his chair, scanning his eyes across his papers and notes. “Mr. Vice President.. As you certainly are aware Costa Rica have a long tradition of strictly isolationist policy, which in turn hurt our relations with our neighours. On the other hand, by following this policy, we strenghten our neutrality, which I believe together with our armed forces will secure our independence an continiously strenghten the democracy faring so well with our nation.”
“I trust you know how to run your office concerning this matter but..” Castro’s eyes made an sceptical gesture as he pointed his finger in direction of his minister “.. what of the Americans and their designs?”
Gundían made an arrogant sneeze; ”I would not worry to much of the Americans.. They are cowards who have isolated themselves once more into political isolation. I doubt this Roosevelt in any way got the guts to in any way get support from his people to any foreign adventures, even with the most innocent intentions. Besides, American investors are unlikely to support the president should he threaten their interests in Costa Rica; our free market secure our freedom.”
“And what of your department Señor Garcia” Castro shifted his attention to his minister of armament. “What have you to report?”
“Well..” began Garcia “most recently I have taken initiative to grant government funds to several of Costa Rica’s major oil companies; promoting their investments in technological development of more modern and better functioning machine tools. We are still working on an estimation of when our work will come into effect; I will inform you as soon as these reports are concluded.”
Castro nods thoughfully “This go well in hand with what I have heard of El Presidente Oreamurio newest ideas. He is in perfect accord with Señor Gundían’s politics and support a stronger defence to promote our neutrality; in his opinion we should promote a more hawkish and approach in our politics; especially when it comes to production.”
“If it is El Presidente’s desire, I can certainly give a higher priority to our military production.” smiled an optimistic Garcia “I am confident in his ability to run our nation”. As a former military man, Garcia was nothing but positive to this change. In secrecy, he hoped a more militarist policy could strenghten El Presidente; which in turn could lead to lucrative gifts and oversights of corruption from his leader.
“Señor Martinéz, would you have anything to add on this policy?” Castro would under normal circumstances avoid any attempt to consult himself with his new minister of security; but Señor Martinéz did in recent time enjoy great favor from El Presidente and should be treated carefully.
“I can do nothing but agree with this change.” Castro could feel a glance of evil shine out from the deep of his Martinéz' eyes “A word from El Presidente is to me as a declaration from God.”
“Certainly..” Martinéz words created an image in Castro’s head of a man willing to creep for any master, as long as this master was on top. Worst of all, Castro though bitterly, is that El Presidente Oreamurio is just the man that enjoy and support this pathetical dust eating creepers. “And what is the state of our armed forces?”
General Tinoco, veteran of the armed forces, wearing his uniform covered in several pounds of medals, brought up several documents, sharing them around the table. With a proud gesture, he raised himself to make clear exactly how fabulous the Costa Rican military was compared to it’s neighbour.
“Mr. Vice President” General Tinoco begun “I am proud to reassure you our armed forces are amongst the most powerful in the Central of America. As much as 80% of our available manpower are mobilized, meaning we have currently wielding as much as 12.000 men, of which all are at excelent moral, proud to serve our nation”. The General dragged forward another paper.
“Our military are currently divided into two sectors: the Infantry and the Artillery. Most of our artillery pieces are mobile, and can be brought to any part of Costa Rica making these invaluable to our defence. Which is why I personally have promoted the development of more modern and heavier artillery, making Costa Rica an inconquerable fortification.”
“Our focus on firepower and static defence further strenghten our position. By military training, I have personally promoted doctrines calculated to give us as much as 15% or more defencive bonus. Gentlemen, I do even dare say even a less cowardice capitalist America would have problems invading Costa Rica nowaday’s”
Vice President Castro smiled inside. Listening to Tinoco’s speak of Costa Rica’s national defence gave him something worth mentioning to El Presidente, in who’s eyes Castro seemed to become less popular every day due to his seemingly lack of competence nor popularity.
“Very well Señores, I am pleased with your efforts. With men such as you leading our nation, there can be nothing but greater prosperity for the people of Costa Rica in time to come. I will talk to El Presidente later this afternoon, a meeting you have assured I can look forward to. Must God’s grace always shine upon Costa Rica.”
