First how it works currently:
I posted in this thread how powerful and useful it can be to create an army "out of thin air", if you run strategy with no manpower focus:
Not even the fact you can only acquire LI, LC or HA with it is areal issue - you can still use the manpower you have to recruit the other cohort types or (in the rare case you completely used up Manpower) insta-disband some levied LI to used the 25% recouped manpower to train e.g. a crucial supply cohort.
So this option might have been balanced it in the past (probably back in the monarch point days, eventually even still in 1.4), but with 1.5.X changes to both unrest and tyranny you don't really feel any punishment for raising levies any more. Only Barbarain and Persian MT can (ab)use it, but that doesn't make it any more balanced - neither for those two having access nor for the rest.
I would like to see a change here, which turns this more into a last resort option than into a constant temptation to raise cohorts until running out of gold to pay them. For the start of the discussion my proposal (feel free to add or suggest something better ):
- Instead of just creating "one cohort per owned territory in province out of nothing", the number of raised levies would be based on the freemen in the province...and it would consume them. The number would be determined with the following rules on territory base:
* Only cultures with at least Freeman civil rights are counted for this purpose at all (so Freemen you still have around from cultures you enslaved a spared)
* Half of them are drafted (round down if needed)
* The drafted ones are preferably ones of original culture, than integrated ones, last non-integrated cultures with Freemen civ rights
- The tyranny penalty would be 0,5 Tyranny incurred per cohort drafted (instead of flat 2)
- The +2 Unrest applied to affected territories would last 10 years.
- Raise Levies – Raise a cohort from each owned and controlled territory in the province. They are light cavalry if horses or steppe horses are available, or otherwise light infantry. This costs 2 tyranny and a modifier “Increased Tension” giving +2 local unrest for 5 years in each affected territory, and reduces the army's morale by 25%. Each territory can raise a cohort only if it doesn't have this modifier. Requires military traditions from the Celtic or Persian trees.
