As I posted to the official Stellaris twitter account:
As I said in those tweets, I think that the Psionic Avatar needs some sort of buff to deal with weapons that bypass shields, which are far more common in 2.0 than before. One way to do so would be to add a psychic armor type, something like Psychokinetic Armor, which would work like normal armor but preserve the lore distinction of the Avatar not having physical armor. Alternatively, the Avatar could be made to outright ignore hull damage so long as it has shield strength remaining. This latter could be done as a buff to psionic shields (which are now weaker than the ones you can reliably get from fallen empires), making it so that weapons that normally bypass shields instead hit those shields. (If the psionic shields are mixed with other shield types, the shields could be given a percentage chance to intercept the weapon equal to the proportion of psionic shields to normal shields. So if a ship had four shield components of equal shield strength, and three were psionic, then there would be a 75% chance of intercepting the bypassing weapon.)
Another way to buff the Avatar would to not change it directly, but make it desirable for other reasons. One way to do so would be to change the psionic techs so that as long as you possess an Avatar, you possess a slight chance to pull the tech cards for the components it possesses like a normal tech, instead of them only being accessible via the Shroud events that add them permanently to the list of researchable techs.
