Currently, the Glorious monument building gives +1 prestige per year, while the royal palace gives only +0.1 legitimacy per year.
Compare this to Nation specific Ideas related to prestige and legitimacy. Both currently give +1 per year.
+1 legitimacy per year is huge, especially when compared to how difficult it is to raise, while the Royal palace only gives the benefits of having a single royal marriage, much weaker then a single extra diplo relation (+1 prestige is considered to be full idea value). I'd like to suggest changing NIs to give only a boost of +0.5 legitimacy so they're not quite so powerful, and increase the royal palace to +0.25 legitimacy so that it gives a greater benefit for building it.
