The thing about Large Empires is there over powered, there's no benefit in staying small. Now I was wondering how would Paradox be able to, give some benefit for a small power, but not to nerf large empires. My ideas is not nerf on large powers, nor a hard cap on provinces. But a new mechanic based on the idea of centralisation and decentralisation. This would add a slider representing Centralisation on one end and decentralisation on the other. The smaller your nation is the easier it is to making it centralised. Centralised nations could have a bonus to manpower, tax, trade, production also a small bonus to tech and ideas, and lower stability cost. Even with these bonus, a small nation would struggle to fight off any large one. Decentralised nations have lose some tax trade, production and manpower because they are so decentralised. However Decentralised nations are of course usually bigger, and gain tolerance to other religion, prestige gain and instead of cultures being accepted at 20% this could be lowered depending on how decentralised. To change the centralisation bar the player would lose one stability every time they change their level of centralisation. This will not become one of those things you just spend adm points to get the best bonus. No this system will add other things as well. A centralised large nation would slowly collapse under the level of management they would have to do, increasing revolt risk, bad events and non acceptance of foreign cultures or religions. A too decentralised nation will have a lack of power in the nation, increase stability cost and very bad diplomatic reputation and the beginning of large rebellions of independence. Then most people would try to stay in the middle, so the larger the nation the more it would push for decentralisation, the smaller the nation the more it would push for centralisation. there would be 10 bars of centralisation and decentralisation. This mechanic would make it both fun and hard to control a large nation but also give smaller nations a bonus when compared to large nations. I personally think this mechanic would add so much to the game that its missing. Its up to you to judge do you think this is a good idea or bad?
