In eu2 mayors, for example have equal efficiency wherever it is.

For example: In 5000 populated and low production provs should have low efficiency of mayor than bigger provs. (that will make us to start appointing mayor on big cities)

Mayor efficiency should depend on population and production
legal counsel and bailiff efficiency should depend on population and provs. tax value

edit: for efficiency, i meant; deflation, tax income and production income

Actually, IMO, I think it should be the contrary. Mayors,etc. should get less efficient with larger populations(as it gets big to unmanageable level), and that would be a nice incentive to upgrade them.
