first off, this is totally the wrong forum..

effects ( I think these are all)

1. Increased stab cost
2. Increased chance for Civil wars
3. Increased chance that your merchants are competed out in Centers of Trade.
4. Relation drops with everyone
5. (at sufficiently high BB and low enough relations) nations get Casus Belli against you.

Robin means "a capital on the same continent as your capital". ;)

No he means "Civil War": a hard-coded event that may happen with high BB AND Stability 0 or worse, where a good percentage of your provinces AND of your troops and leaders become rebels.
Something quite tough!

Civil Wars may happen anytime your stability is under +1 (that is, either negative or 0). That's the only condition.

High BB increases the odds of getting one, IF you fulfill the stability condition.
In the same way, high CENTRALIZATION DP-slider decreases the risk, while low CENTRALIZATION (aka DECENTRALIZATION ;) ) increases the risk of getting a CW.
