...after wasting my time 2 years with other games, I was curios what happened to HOI 4 meanwhile and started a new game with GER...

...I was quite surprised that Guderian's light tanks doesn't beat everything in minutes in SCW anymore...

...wondering why, I found out that during 99% of the SCW the weather in Spain is that bad, that there is an almost permanent 90% penalty on all battles - serious?!

Paradox took the climate change in advance?

But what you are experiencing are the new changes to the SCW.
There is a state leve malus that have to be removed by decision, it was put in to prolong the SCW.

The decisions are taken by the Spanish factions.

But what you are experiencing are the new changes to the SCW.
There is a state leve malus that have to be removed by decision, it was put in to prolong the SCW.

The decisions are taken by the Spanish factions.

sorry, don't read change logs just to play a game...

...that means "bad weather" can be changed to "normal weather" by some decisions of the factions of SCW?!

...is there no other way to balance things?!

OP clearly states they are coming back to the game and playing Germany. How are they supposed to know about a new, globally-unique band aid solution specific to Spain?

It is actually a province modifier. Some weather effects like mud and snow are implemented in the same way. The devs neglected to update the wording in the UI; you are not the first player to be confused about this either.

There is but it would take more work. The game is not capable of representing stale mate or very slow moving fronts and whenever this stands in the way of selling a DLC, it just gets papered over. Compare also the attack modifiers Japan gets when standing on Chinese-owned territory. A completely different, one-off solution.

Is this the Marco Polo Bridge focus? That's the reason I never go down that part of the tree. It's a shame they ruined it for players who want to play as Japan. HOI3 was way more fun in that respect.
