Currently all holdings of the same type have the same base tax value, but different provinces have a different number of holding slots.
For example, Rome has 1+6=7 holding slots, while Leinster has only 1+2=3 slots. In the early game the difference is not too great, but once you have cash to start building additional stuff, you will notice the difference.
