You would probably have to play fairly passively as Germany - I'd do a baseline experiment of going to absurd lengths to prevent Axis threat gain:

1. Take no decisions that build threat for Germany with the Allies.
2. Send spies to the UK from day 1 and set them to support your Party and hope that at some point the BUF wins the elections in the UK which, due to ideological similarity, will mean you build very little threat against the UK outside of event based threat.
3. Send spies to the USSR from day 1 and set them to ONLY raise threat on the Comintern - the USSR should shortly be the biggest threat in the entire world, and once you notice the UK's neutrality dropping due to that threat, you may be in business because the UK should eventually declare war on the USSR once their neutrality gets low enough.

If that ends up working I'd experiment with taking a *few* of the decisions for Germany since they're all very beneficial to Germany.

The Axis and Allies really can't "ally", even if they're both at war with the Soviets. My suspicion is that at some point, the UK will still declare war on Germany, if Germany's threat ends up increasing over time.

Getting the UK to elect a similar ideology party by 1940 would be fairly tough (I may have to try that), since you can't raise the organization of the monarchists that are already present. Coups against faction leaders are not possible, so it would have to be done via elections. Worse, the thought of fighting the UK later, after they've enacted all of the economic laws as a dictatorship, is scary.

In my attempt to keep threat down, I was fooled by the Allies. Germany has fallen to the French of all people. On the other hand, now I have an Allies v. Comintern game...
