So leaving aside the fact that the Axis so far has pretty impotent AAA other than the 37mm and 88mm they also seem to be heavily lacking in card availability. One of the most telling examples is the Axis 37mms. All Axis divisions get access to 2 cards of 2x 37mms in phase B. The 91st get access to 2 cards of 4x 37mm in phase C. The closest comparison to the Axis 37mm is the Allies 40mm Bofors which outperforms the Axis 37mm in HE and I belive range against planes. So be it the 40mm cost 25 more points so it feels fair to me. The 15th has 3 cards of 1x 40mm in phase A and 3 cards of 3x 40mm in phase B. The french have 2 cards of 4x 40mm in phase B. The 2nd has 2 cards of 2x 40mm in phase A and 2 cards of 4x 40mm in phase C. The 3rd has 3 cards of 2x 40mms in phase A. So the allies have acess to far more efficient cards of 40mm class AAA than the Axis and many more 40mms potentially in any one deck than almost any of the Axis divisions other than the 91st. In addition the almost all allied decks have access to far more SPGAA than any axis deck.

So the lack of numbers or card efficiency of Axis AAA combined with Axis AAA inferiority vs Allied AAA means that the Axis has huge issues trying to set up a AAA net. So be it the near uselessness of AAA means an AAA net is almost never established but that is a whole nother issue.
