1) Soviets are looking for places to spend a vacation (later I spoted the same fleet travelling around Italy). The Strange thing - there is no war now. So this trip is ultimately pointless.
2) France (AI) declared on Ger. in the summer of 1937 :wacko:. Ger tried immediately to breake through Low Countries. I (UK) paniced, i had only 13 divisions on my islands, and approximatly the same amount could be deployed in future month or 2. The Sealowe would be a deathblow. So i rushed with all my forces to the Berlin through the Baltic. The results:
French Ai suddenly woke up
But then Ger. AI gave his masterpiece:

SH ARM lowers speed by 4. What you are referring to is most likely H-ARM model 3.
