i would say that means you have a bad prod of energy, metal rares, but the wasted ic is 0 so i dont think its that. have no idea
It means that Partisans steal ICs. With 50% Dissent, I have 38% Partisan Activity in my core provinces. 38% of my ICs (over 100) are missing from the displayed calculation. Partisans stole them.bkkiof said:

1942, Germany Liberates Nationalist Spain. Yeah, some victory.
"Yeah, I know you gave us independence, but how could we possibly share this secret of hospitals?!"
A little bit of a backstory, here (note the date). I declared war on Japan in 1937 to get rid of my peacetime -IC, and then Japan declared war on the USA right away (which removed their peacetime penalty, giving them four extra years at full production, whoops). The US ended up taking a handful of provinces in that attack, and then losing.
It sucks, though, because I accidentally saved over that game. It was going so promisingly for the Allies! ;_;

A little bit of a backstory, here (note the date). That's a 1945 tech they are researching in 1942. This after they started Spearhead HQs/Firebrigade in 1941 (both '43 techs). Scandinavia is going to be in colonizing the moon by the time Germany is getting V2s, I swear.
More brilliant command decisions from the Italians. "Send all of our troops to a big, easily pocketed province and then leave it undefended!" The most surprising this is that despite being pocketed, they somehow broke free and now have 24 divisions running a stable front line in Africa. They still haven't attacked, despite outnumbering the allies 4:1, but whatever. Useless Italians.
The Americans kept landing in Hyderabad, and silly me, I didn't leave enough divisions to beat them out. They trapped me in this huge fucking salient for five days (five scary days) while my all mechanized force attempted to retake the overland route to supplies. Luckily, I'd been building convoys galore for Sealion, so I had enough to ship resources all the way to India, but still. What a horrid mistake that was!

Chinese surnames come before their given names, and so I'm pretty sure this guy's name is "Shouting Wang", which is just god damn hilarious.

Load a save where you have extensive non-core conquests, and are not being STRAT-Bombed... Eg: Germany campaign, Sealion completed, Troops deep in the USSR, pre-Bitter Peace. Take a few minutes to take all your Garrisons off of Anti-Partisan Duty. Run the clock past 00:00 hours. Watch your ICs drop slightly... only slightly, because you only get 20% of non-core ICs anyway. Go over your Garrisons again, putting them all back on Anti-Partisan Duty. Run the clock past 00:00 hours again. Watch your ICs pop back up to their previous level.
