Actually, that's only valid for the title, for a custom avatar you'll need the 3000 posts. Or you can get one if you done some special service for paradox...

I once saw Japan , after puppeting China , deploying about 50 devisions ( not garrisons ) in a small pacific isle ( I even forgot its name.... )

And about 130 devisions ( Japanese + Puppets ) stationed at the Philippines .... o
