Avoiding war with Japan as USA?

Is it possible to avoid War with Japan and yet still have war with Germany? I mean i know they ally eventually but i don't believe they are yet allied during Pearl Harbor event.
Because im honestly tired of island hopping

As far as I know the AI always attacks America, even if they lose against China.

I can't imagine not fighting the war in the Pacific. It is just about my favorite part of the game. You don't have to take every island, only the few VPs and strategic islands, which are generally VPs anyway. Additionally, Japan is an excellent puppet for the US when it comes time to skin the bear.

I think mabye if you don't do the oil embargo you might just avoid it
