And if your ruler lasts to long for this for the time frame you've chosen, either take more from the next or make it so the stats of your ruler can migrate up or down.
Customization ideas we could be given:
1. If you could change the time frame in which the points average out: 10 years, 30, 100, the whole game
2.If the have to average out exactly or just averagely close.
3. What the points have to average out to for that time period: having a 3 across the board ruler, a 4 across, or a 352 ruler.
4. Have much higher the lucky nation's rulers stats get to be.
