How do I get the average health up? City of 37,000, four medical centers, one hospital, complete coverage, only four sick citizens but I only have a health rate of 73%. No water pollution and no residential built in polluted areas.

So health is related to noise pollution in industrial and commercial areas?

Yes but there are other factors like hospitals & education. The high tech industrial buildings (bright blue) will more or less produce a noise buffer/noise eliminator. There is not a single magic bullet. Traffic, education, hospitals, death totals, noise pollution, ground pollution, clean water, proper sewer & proper roads all play a part and work together with regards to health and noise pollution issues. Residential buildings do not like to be next to commercial buildings as commercial buildings produce noise however residents like to shop. There is a balance you must find within your city. Having 100% tree lined streets is a good target to reach. Residents also don't like to be next to highway/freeways nor train tracks as those produce noise.
