To what degree do vassals of hordes enjoy autonomy? Are they able to fight wars independently of their overlords? And if so, under what conditions?

While I'm on the subject, in my Timurids game, I have the mission to vassalize Georgia. I have the required warscore, but the button is greyed out in the demand concession window.
As vassal (junior partner) you can't negoiate in wars. Only the leader or independent sidenations can talk peace. So you better break free of your horde overlord and rule the world yourself. 
Edit: Misread..thought you were saying you were a subject of the Timurids, my mistake. And vassals of horde have the same thing as a vassal of a non-horde nation, they can't start wars nor negoiate peace talks.

Hordes can only vassalise a non-horde such as Georgia if they have the required warscore AND have a warscore of 100%
I'm not sure that's the condition as I'm pretty sure I've vassalized without having 100% warscore as horde. The additional condition as far as I've been able to figure out is that you need to occupy the capital of whomever you're looking to vassalize.
