Is this a bug or is there some modifier that I don't know about, that makes 75% the max autonomy?

Colonies (and provinces belonging to a Celestial Empire) cannot have less than than 50% autonomy. Overseas provinces cannot have less than 75% autonomy.

However, the problem is that they also cannot have more than that amount (most likely due to a bug). Once the province hits its floor, the autonomy is stuck there, never rising or falling.
