Actually, now that I think of it that last bit might be intended, and sector focuses are meant to override everything. Still, something to keep in mind.

That's correct, sector automation focuses override/take priority over planetary automation focuses. So if you set a planet to tech-world but then set the sector to production focus, the game will focus the planet on producing basic resources, not research.

Worth keeping in mind that the sector automation directive, planetary automation build orders and economic minister for the AI empires all have different priories and thus you shouldn't judge one by the other.

I'd like to clear this up, as this is a mistake of mine - I mixed up which way the priorities go! Having checked with one of our scripters (who did work on the sector automation), planetary automation takes priority over sector automation. Apologies for the confusion!
