What are the circumstances where this happens? Say I'm at war with a 2PM and I have occupied their territories but are too close to the infamy limit to annex them...can I just stand there and occupy them forever? Should I in future leave a province free so I can go attack it every so often?

What are the triggers for the automatic white peace?

EDIT: I see the wiki says that only battles and blockades count. Does that mean so long as I keep the country blockaded I can do it infinitely?

Or leave a province for them to build a regiment in which I can go kill once every year or so.

Well now i think occupying provinces is treated as blockades sometimes, but nothing sure... still it is reddicoulus that you have automatic white peace. There was war that lasted over 300 years, but without a single shot. Just because they forgot to sign a peace deal...

Blockades, one side making a new province occupation and battles all reset the White Peace timer, which is 3 or 5 years, I forget which. You can make decent money out of blockading a country indefinitely and the White Peace timer will always be at 0.

If you have too much infamy to annex somewhere you could leave them with 1 province and let them keep making troops for you to kill but if your infamy is that high I would recommend not annexing them at all in this war. High infamy sours relations and causes all sorts of other problems even if it's not over the limit although I'm sure you don't need me to tell you that.

Yeah that is a cheesy way to make money. My war weariness positive bonus is bigger than the penalty for war taxes so i can keep a OPM blockaded for ever while milking war taxes. The only annoyance is the constant peace proposal *ping* :p
