First of all, I do get the point of the new migration system and the way it impacts growth.

However, I think it would also be a good idea, especially once you have a lot of planets, for unemployed pops - not pops who have jobs - to figure out a way to shift themselves over to planets with a lot of free housing and jobs, without you having to do it.

Maybe this could be done by more directly linking "declining" on one planet to "growing" somewhere else, or by just going through randomly at the end of the month and shifting a certain proportion of unemployed pops over to a planet.

Failing that, let us have a different "resettle" window: show us all unemployed pops across all planets and habitats on one side, and all open job slots on the other.

I think that this is already possible via the "declining" and "growing", or rather the migration mechanic. It's just that the effect of high unemployment on this process is too low.

With regard to the resettle window: I'm pretty impressed Paradox managed to make this one even worse than it already was... Could anyone at Paradox explain to me why pops shift strata WHILE I'm moving around pops?
