I'm thinking "no", as construction tasks have resource costs associated with them. It would be too easy to lose track of how much is being spent, or to get inundated with confirmation notices. Sure, late enough in the game, the costs associated with basic stations might be insignificant enough to not concern an empire, but when would the capability come on line relative to when the empire would be in the clear on resources? Auto-built outposts seem even more fraught with concerns, with additional resources involved and the spike in cost for non-contiguous expansion (although "one jump from existing territory" or similar might be able to limit the latter).
