Ok I am going insane.
The sector mechanic is utterly broken, the AI is screwing with tiles and pops and ignoring every sector management button there is. Please see this thread for reference: https://forum.paradoxplaza.com/forum/index.php?threads/sector-system-is-wet-blanket.928432
I am done researching a new tech or building and now I have to go through the list of core planets and click the upgrade tile button on every single planet, for every single tile.
And to make it even funnier, I have to remove planets from sectors (with influence penalty of course), upgrade them and then return them into the sector. (Hoping that the AI won't screw it up too soon.)
I'm starting to think a simple "upgrade all tiles on this planet" would have done it. Click planet, click "upgrade everything that can be upgraded". Done. I just got rid of annoying micromanagement while not relying on AI that won't work properly.
