Authority and import taxes

From what I understood so far you will need "authority" to impose taxes on imports.
What about imposing taxes on a specific good for free BUT efficiency would depend on how many bureaucrats and policemen you are employing and on the number of goods you are already taxing (but volumes would be better) ?

I know that screenshot showed Consumption taxes coming out of Authority cap, but I hadn’t seen that with tariffs. Where’d you see/hear this?
No, that's just one way to do it without the IG's support.
Is this speculation or has is been confirmed?

I know that screenshot showed Consumption taxes coming out of Authority cap, but I hadn’t seen that with tariffs. Where’d you see/hear this?
To be fair i misread the tariff part, and reacted to the consumption tax screenshot. (i dont know why)

The devs confimed that authority usage is a shortcut what is circumwent the "will of the people" and you can do those with other means. They also said pushing through laws/legistations you need the support of the IG's. The connection is speculation, but i can't see any other way how this is work.

They said that with Road Maintenance, but I haven’t seen them say that about the Consumption Tax bit. In fact, the text of the dev diary implies the opposite.

“Authority represents the Head of State’s personal power and ability to enact change in the country through decree. It is generated from your Laws - generally, the more repressive and authoritarian the country, the more Authority it will generate - and is used by a variety of actions such as enacting decrees in specific states, interacting with Interest Groups and promoting or banning certain types of Goods.”

That’s not quite the same as taxing a specific good, but I read it as confirmation that excise/consumption taxes come out of Authority, which makes sense given their historical reputation.

But they said that what you can do with authority is the ruler's "pet projects" and you can cut through the "red tape" with it, maybe just for me but this implies that you can do everything with other means. Also because there are 50 goods in the game tieing a -150 cost tax to a very limited resource do not make any sense to me.

I can see certain situations where it could be very useful, like taxing tea as the British.

My dream is that you can use excise taxes as a spur to industrialization by pushing out smaller producers and expand market share for your industrial producers. Unclear if that’s possible, though.
