I am playing as Austria, it's 1923, I've researched 25 or so techs, most of my divisions have brigades and Generals, yet my troops have morale of around 90 at best, whereas the Germans and Italians are at 140 or so. :confused: Even the Russians are better! :eek: I went with Clausewitz at the beginning, but the morale lag just never seems to go away... What's up with that???

The Jominian/Clausewitz choice doesn't just give an upfront difference; many of the inventions that follow give more morale/less org for a Jominian nation and opposite for Clausewitzian.

There are much longer threads on this, but to distill the wisdom: don't worry. The nature of army techs means that by 1923, it's inconceivable that a division will break from low morale before being wiped out to a man, whether you're at 90 or 140 max.
