Probably going to have to cap it harder. I reduced chance of war against HRE members from emperor, but A) with some probability for war, even if a fairly small one, they will eventually declare war, and their only possible targets are nice juicy HRE minors (for the most part), B) sometimes Austria isn't the emperor and emperor specific constraints obviously don't apply.
