Can someone explain to me why AI Austria is just allowed to walk around annexing everyone in the HRE without any consequence. They just attacked and annexed a free city after also annexing a number of other states and have barely any AE against them, on top of this the new patch said that attacking a free city led to -3 stability but they didn't suffer that either. Even so does it make that much sense that the Holy Roman Emperor would just be going around annexing state after state in the Holy Roman Empire?

I mean why is it that, after conquering a minimum of 39 development WITHIN the Holy Roman Empire and swallowing a number of states including two free cities that any nation should have only -24 from AE?

I know perfectly well that the AI cheats at AE but this is ridiculous, why is it that Austria can just walk about and annex anyone they want? It isn't far into the game so it can't be that they're waiting large stretches of time for their AE to go down.

That shouldn't be happening anymore. Post patch, Austria does not go expansion crazy if it is emperor. Furthermore, it shouldn't be annexing Free Cities, as the Emperor gets a -3 stab hit on doing so. Are you continuing a game from an older version (1.14 or prior)?

As for AE - lucky nations have a pretty large AE reduction bonus (-25%) and Austria is a lucky nation. Further, a lot of the places that Austria uses to blob are relatively low development land (e.g. Switzerland).

1) Yes, it's a 1.15 game.
2) They certainly didn't get a -3 stab hit when they declared war on the Free City and they didn't get one when they annexed either of them.
3) They are expanding like crazy and not into low development land (except for a couple of places) but high development lands.
4) In the last game I played they expanded like crazy into the HRE as well.

Experiencing the same. Austria annexes all and every HRE state they can. Bavaria, Swiss, Low Countries... And no coalition against them. It is Petty ridiciluous.

I reduced chance of war against HRE members from emperor, but A) with some probability for war, even if a fairly small one, they will eventually declare war, and their only possible targets are nice juicy HRE minors (for the most part), B) sometimes Austria isn't the emperor and emperor specific constraints obviously don't apply.

Perhaps there should be more contraints on everybody, not just emperors? I'd really love to see an observation game that in the middle 1600's yields a diverse Holy Roman Empire. Less diverse than it was in 1444 perhaps, but no more mammoth Trier archbishoprics and the like. It doesn't bother me if we break with history here even. As a gameplay mechanic, a minority-protective HRE makes things interesting.

I think you should swap the Austrian tradition (30% BROT) with its first Idea (10% IA). This way you kill two birds with one stone:

Austria is more likely to remain Emperor (the Palatinate becomes Emperor disgustingly often now).

Austria is less likely to quick blob within the HRE. 30% BROT tradition is obscene, frankly. You nerfed the BROT from Diplomat Advisors but forgot to nerf Austrian Traditions (IMO).
